Many incidents happened in Manipur after overthrown the constitutional Government of Manipur on 15 October 1949 and annexed Manipur to India by the Indian Government by passing an illegal order on 22 January 1950. Indian occupying Manipur since 22 January 1950 while British laws including the Indian Independence Act 1947, India (Provisional Constitution) Order 1947 and India (Consequential Provision) Act 1949 are also in operation in India. The Republic Constitution of India operated since 26 January 1950 in India (Dominion of India now the Union of India).
It is also a fact that the de jure and de facto sovereignty should ultimately coincide; otherwise, there is a danger of conflict between the State parties. Since the de facto Government of Manipur and Indian Government administering the Monarchic State of Manipur under the Republic Constitution of India of 1950, and de jure Government of Manipur is virtually in His Highness the Maharaja of Manipur with the Manipur State Council under the codified Manipur State Constitution Act 1947 and the Manipur State Administration Rules 1947.
Indian interfered internal sovereignty of Manipur and threaten the territorial integrity, independence and sovereignty of the State of Manipur. Therefore, the conflict between India and Manipur and various issues are also arising out at an uncontrollable scale. Some of the main complex and critical issues are the status of sovereign State of Manipur is affected and changes and remained as a Chief Commissioner’s Province of Delhi up to 1951 under the States’ Merger (Chief Commissioners’ Provinces) Order of 22 January 1950 and becoming a Part “C” State of India up to 1956 under the Governance of Part “C” States Act (Act XLIX of 1951) of 1 November 1951 and then become a Territorial Council under the Territorial Council Act 1956. Then, Manipur remained a Union Territory up to 31 December 1971 under the Government of Union Territories Act 1963. Under the North East Area (Reorganization) Act 1971 Manipur became India’s State on 21 January 1971. One constitution creates only one State. Still, the Republic Constitution of India of 1950 created more than 27 States.
There are many arms groups to fight the Indian forces to restore the independence of Manipur from India. Many draconian laws of the Republic India are operating in Manipur under the Republic Constitution of India including Arms Forces (Special Powers) Act 1958 and killing many innocent people by violating human rights since the occupation of Manipur. Behind this Act killed more than 50,000 in Manipur and there are more than 1528 cases of the extra-judicial killing which are pending in the Supreme Court of India. Series of inhuman torture and killing of innocent people, and massacre in different places of Manipur including Oinam, Lamphel RMC, Tera Bazar, Tonsem Lamkhai, Heirangoithong, Malom. They killed without trial of law. It is permission to kill the people of Manipur by the Indian Armies.
Manipuri human right activist Irom Chanu Sharmila, known as the “Iron Lady of Manipur” sixteen year prolonged fasting began in 2000 to protest against the controversial Armed Forces (Special Powers) Act 1958 and brave women of Manipur nude protests in front of the Kangla Gate where is a cantonment of Indian Armies against their series of inhuman torture and killing of innocent people of Manipur and imposing Restricted Area Permit now the Protected Area Permit in Manipur, and arises complex issues such as Territorial Dispute between the Manipur and Myanmar (Burma), Inner Line Permit Demand, Scheduled Tribe Demand and Anti-Tribe Demand, Hill District Autonomous Demand, Kuki Home Land Demand, Naga Home Land Demand, Separate Administrative Arrangement Demand, Naga Integration Demand, Opposing Manipur Merger Agreement, Pre-merger Status Demand, Kabaw Valley issue, Economy turmoil, Unemployment problems and poor development in the State, Misguide education system, Racism – killing of Manipuri in mainland India, Burndown State Library, 18th June Upraising, Burndown State Assembly, Manipur People Protection Bill, Citizen Amendment Bill, Ethnic Clash among different communities, Hidden war between the Indian Armies and Militants, Militants problems of the other ethnics, Human Right Violation, Series of inhuman torture and killing of innocent people, Clash among the Local Militants, Naga Territorial expansion Demand of NSCN (IM), Demand of Territorial Council in Naga inhabitant area, Child Girl Trafficking, Drug Trafficking, Drug Abuses among the Youths, Alarming the AIDS and HIV diseases, Influx of Illegal migrants, Influx of outsiders, Threatening indigenous Culture and Traditions, Threatening Peace and Security in the State.
Every kind of violence is increasing and spreading in Manipur like a wildfire. The life of the people of the occupied State is suffering from any kind of incident accounting to fake encounter, illegal detention, internecine killing, custodial killing, extrajudicial killing, torture and degrading in custody, rape, ransom, kidnapping, money extortion, hijack, bomb- blast, strike, bandh, Highway blocked, curfew, ethnic clash etc. etc. In fact, the life of the people of Manipur are completely unrest and paralyzed. In fact, there is no peace and security in the State. These are the resultants and consequences of illegal annexation and forcibly occupation the sovereign State of Manipur by the Indian since 22 January 1950.
Amnesty International has well, and good knowledge and information about the violation of human rights in Manipur and the matter also placed before the United Nations Human Rights Commission. Human Rights, including Political Rights, and Civil Rights clearly says every human being has the inherent right to life. This right shall be protected by law. No one shall be arbitrarily deprived of his life. No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment. No one shall be subjected to arbitrary arrest or detention. No one shall be deprived of his liberty except on such grounds and in accordance with such procedure as are established by law.
Now, therefore, the de jure Government of Manipur in exile in London completely denounced and against India such illegal acts of the Indian Government. We call to all the United Nations members including the United Kingdom for their attention and consideration to put up the human right matter before the Security Council and General Assembly of the United Nations at the earliest.
